Nobody "needs" them, but it does come in handy some people who commute by bike, but aren't avid cyclists. The electric motor assists the ride.

Yes, we are lazy...and FAT! Those FAT A$$ people riding in the electric carts around Kmart and such should be dumped straight to the fat farm.
