This service would be funded by the RIAA etc and all stores (Walmart, Fye, Target etc) which sell CDs would participate.
The same service should be available for DVDs as well.
The problem is that it's not exactly clear what you're actually purchasing when you buy a CD:
- you're not purchasing the content of the CD, because you can't copy it and share it
- you're not purchasing the rights to play the CD anywhere you want, because there are restrictions on broadcast, etc.
- you're not purchasing perpetual rights to listen to the contents, because if the CD breaks, you're SOL
I guess you're just purchasing a piece of plastic, without any warranty, guarantee, or ability to return if unsatisfactory. Limited consumer rights, no consumer protection. That's it. Period.
