Microsoft catch 22?

I am building a new computer and called the Microsoft Store to buy a copy of Windows. The conversation went like this:

[Me]: I'd like to put Windows 8.1 on a new computer build.
[MS]: Windows 8.1 is not released yet, sir.
[Me]: It'll be a free upgrade from Windows 8 to 8.1 when it's released, right?
[MS]: Yes.
[Me]: Then I'd like to buy Windows 8.
[MS]: Windows 8 is only available as an upgrade in Canada, sir.
[Me]: What!?! <muses> I suppose I could buy Windows 7 and then buy the Windows 8 upgrade, and then get 8.1 when it's released - but I'd be paying twice.
[MS]: We're out of stock of Windows 7, sir.
[Me]: So you're telling me that if I build a computer now, I'm unable to put a Microsoft operating system on it?
[MS]: <silence>

Am I missing something (other than an operating system :|)?

It's probably what I'll do, but I didn't really want the OEM version as I expect to be changing the computer within a year.

Don't forget that the rules have changed related to licensing with Windows 8. If you are building a system and plan to run Windows 8, you actually do want the OEM version.

OEM doesn't mean the same thing on Windows 8 that it did on Windows 7 or earlier. You are allowed to transfer an OEM Windows 8 install to any computer that you personally own (under the "Personal Use License"). This differs from Windows 7 and earlier where an OEM license was tied to and died with the first machine on which it was installed. OEM Windows 8 is roughly the equivalent of the full version Retail version of Win7 and earlier related to the ability to transfer a license from one machine to another.

In short, you can buy the previously linked Windows 8 product, install it on your current machine, then move it to a new machine in the future.
