Probably because other countries have better methods to reduce crime or they just kill the criminal.
I think a lot of it has to do with the USA's drug policy being extraordinarily harsh for no reason. Quite a few countries don't give the mandatory minimum sentences for drugs and have much better systems in place to combat that.
It doesn't help that we also have a very high violent crime rate in the US. We have more murders than other countries, so of course, we would have more people in prison. We also have a judicial system that grants automatic appeals for people condemned to death. Of the countries with the death penalty, how many have that? Likely, not many.
