The reason the officer's camera wasn't on was because it was in the car. The reason is most likely due to the place the cameras are worn and the fact the car seat belt ends up getting interfered with as well the camera, etc when worn in the car.
Parents are to blame for this, if the police story is accurate. Mother has no one to blame but herself and her poor choices.

More often than not, children put on different acts around their parents vs what they do around their peers.
As a former asshole child, I can confirm that I did a lot of dirt and my mom did not know. She most certainly would tell other people that I was a good honest kid that never told lies and did everything I was supposed to do.
Of course, I have never broken the law, fought a cop, or pulled a gun on one...but, I'm just making a point.
I think all of our mothers would say good things about us, even if they don't know what the hell they are talking about.
A few days ago, a kid in Dayton got shot by another guy after he tried to steal his Jordans at gunpoint. The boy who was killed was with two other people who ran off when he got shot. The father (and mother) of one of the kids (who ran) couldn't believe it. He was in complete denial. He claimed that he gave his son enough money to buy the shoes...so why would he try to steal them? He totally didn't understand. His son is being charged with felony murder. The father doesn't understand any of it.
I believe that sometimes these parents really do think their kids are good people and will deny it to the end of the Earth that they are anything but. Of course, some of these parents know full well that their kids are rotten, but they don't want everyone else to know that...so, they get on TV and put on a show about their "baby".

I'm going to give you a little piece of reality. Those community that have "lost trust" in the police are the same communities that are willing to burn down and steal from their neighbors. These are shitholes communities (see Furgeson), and the reason they are like that is not because of cops, it's because they refuse to address the real problem, which is themselves.

I support the cops. We have become too soft on crime and criminals. It use to be if you stole a horse you were hung by the neck. We need more laws like that. If you steal a car you should be executed as soon as possible. If you are soft on criminals they just committing more and more crime. They should arrest people for jaywalking and throwing even one cigarette on the ground. If you give people an inch, they take a mile. Just We must have law and order. This started with putting up with those stupid wall street protests. If someone protests for 3 days that is the limit anyone should put up with them. After that they are just trying to hold the public hostage. If this means the police have to use billy clubs or guns I am OK with it. If people take to the streets and demand the violence, give them violence. Without order we are just a bunch of anarchists.

imagine being in a stressful situation, you run out of your house and realize "aw shit, I forgot my (etc.)!" Until you develop that muscle memory from doing something routinely over a long period of time, you are going to be prone to forgetting things.
The video clearly shows the 18 yoa raise his arm, pointed level at the officer...as you would if you were aiming to shoot. I think one of the news sites had it enhanced and blown up to make it easier to see.
Hopefully there will be other, more clear, videos of the incident. The gas station appeared to be littered with cameras.
Cameras cannot always be ok because cops go to the bathroom for example.

Should they take it out on the police themselves, probably not because the police are simply doing what they are ordered to. With that said, the police are the group that starts the encounter and are the people that interact with the public.
A country that has 5% of the worlds population and 50% of the worlds prisoners is soft on crime? Yeah, ok...
