Mobo or GPU - Which one is failing - Help please

I recently acquired a ASrock Z77 + a Ivy Bridge I5. My GPU stayed the same: A Gainward GTX 275.

I assembled everything and everything and it all went smoothly except when I first stressed the system.
I noticed the GPU fans weren't ramping up when it was under load ingame and in its place I had a strange noise coming from the GPU. After 5 minutes the PC shuts down.
Windows then stopped booting since I got a bsod referencing the nvidia driver nvlddmkm.sys, this was solved after I uninstalled VirtuMVP.
Then I kept testing and noticed that the fans still didn't ramp up when gaming. I decided not to risk it anymore and formated and install every driver again.
The only place the fans do work is in the boot process in the post, the GPU ramps the fans to the max and then ramps down again, like it was supposed to.

I tried installing VirtuMVP again but using the integrated GPU as the main graphics source. It*also*didn't boot but all I got was a black screen inside windows.

I tried removing the card and just use the integrated GPU and everything works. It boots into windows.

I'm not sure if its the mobo that is incompatible with the gpu or if its the card that is fried. At the beginning I had no such problem.

I also tried using the GPU without Virtu and got some flickerings and later a bsod with a TDP message as the error

I really can't figure what is wrong.

I have a question. I tested another graphics card
A GTX 260, and I still have the same problems. Bluescreens if activated with VirtuMVP.

I then tried Furmark with VirtuMVP off. I heard a noise, a big noise, coming from my Powersupply (LCPower 650W).

Could it be, that, the PSU isn't supplying enough current and power to my system? I thought the Ivy Bridge Mobo's and CPUs used less than my 680i + Q6600, but I might be wrong.

If you have or can borrow a PSU with same or higher wattage; test your GTX 275 again while running Furmark with VirtuMVP, and you'll know whether it's the GPU or PSU.

Let me just ask this:
Could the PSU justify the fact that my GPU fans don't ever want to kick in (It seems it doesnt want to enter in 3D mode) and the fact that VirtuMVP being installed makes Windows BSOD due the drivers failing?

Because I just forced the fans to 100% with EVGA precision and decided to stress test the PC with 10 minutes of Guild Wars 2.
And the PC shut down, like one would expect if the PSU couldn't handle the load.

I'm afraid I might have 2 problems here though, the GPU being a dick to me and the PSU being unable to supply the necessary juice.

If I was to hazard a guess it would be a failing PSU, if things have been normal up until now.

I have tried a new PSU and nothing changed. At all
And it was a good one. Corsair HX 650W

It seems it might be the motherboard or the CPU. I also tried another GPU and I always got the same problem.

Did it shutdown, crash/lock up, or power off?

If it was the VC it would likely crash or lock up and require you to manually restart it.

If it powered off, that would seem a power issue and being that it did it with a different PSU would lead to think you might not be getting enough power thru the PCI-e slot.

Power off, and automatically power on
It's probably the PCI-Express slot that isn't giving enough power to the card, hence why it never goes into 3D Mode for the graphics card, hence why the fans dont kick in, hence the power offs.

I already asked for RMA on the board, hope it works with a brand new one
