mobo or processor problem?

Hi everyone,

After I assembed a PC, I turned on the power switch, there is expected action.
The monitor is showing anything and the CPU speaker is not giving any error beep.
The power lights of floppy drive and cd-rom are on.
The CPU fan just move once and then stopped.
The heatsink and processor are very hot.

What is/are wrong?
The power supply seem to be working as there are lights showing the connection.
Could it be the motherboard is not working? or the processor has some problem?
How can I fix it or determine what is wrong?

well, if your floppy light stays on, you might have plugged it in backwards, but that wouldn't cause the rest.
This is also the wrong forum, so I dont think i shoudl provide more info here
