Modifying Folder's Date & Time

Does anyone know of a utility that will allow me to modify a Folder's Date & Time of creation? I know of many utilities that will allow you to change file attributes, including date & time, (one that comes to mind is Properties Plus) but none of them let you change a folder's date & time. I need to ship out software and would like to make all folder dates and times consistent. Thanks in advance for any help.

If you're going to be burning the software to a CD, most CD burning software lets you set the date and time for the files and folders that you're going to be burning, and will let you set everything to a constant date. Otherwise, I don't know if there's a way to do it.

I realize that most burning software does this for you and, in fact, is the way we do it now. To post files and folders on the Internet with dates of our choosing we now burn them to CD and them use the CD to post to the net. The drawback is that all files and folders have the same date. I just wanted the flexibility, in a simple utility, to set the attributes of both files and folders. Can it be that hard? How about a Windows API call that somebody knows about?
