Monitor / Mouse not turning on - more details in thread. Halp please :[

Okay so earlier my mouse started to freeze up while playing DOTA 2. It would move sideways but would be hesitant to move upwards. I restarted my computer and it was still like that however a few of my steam games, including dota, were uninstalled for some reason. After that I restarted again and my mouse / monitor wouldn't turn on. I did some research and people were recommending I remove the ram closest to the CPU, which I did, and my computer turned on again but it was still doing the mouse shit. After that I restarted and it was the same old shit, no monitor or mouse turning on. I tried putting the ram in different slots and everything. Finally I went back to the original setup of having both of my ram in the blue slots on my motherboard. That didn't work, obviously, so I again removed my RAM closest to the CPU because it worked earlier. The computer is currently on but the mouse is still hesitant to work. I'm thinking it has to be a motherboard problem or a PSU problem but I'm not too technical with computers past being able to put one together. Any help is greatly appreciated, thanks.

650 watt XFX Pro series
Samsung Sinpoint F3 1TB 7200 RPM hard drive
MSI R6950 Twin Frozr II

No and no Denis. And yeah Scragnoff. So I have a new development. I noticed that when I lay the computer on its side it will turn on and work like normal with the mouse working, albeit jerkingly, for a little bit but eventually it can only move horizontally.. If I try to turn it on while the tower is standing it does not not turn on the monitor or mouse. This leads me to believe that this is a hardware issues. I'm guessing a motherboard issue.

Given that laying the tower on it's side allows the monitor and mouse to work for a little while sounds like loose connections and not a mobo problem. Disconnect the PSU power cable from the wall outlet then reseat your graphics card and all your connectors; especially any USB header from the mobo to the front panel.
