mpeg decoder cards... do they accelerate DivX and mpeg4?

OK I am kinda clueless on this one, but I have a friend that basicly uses his machine for video and a little photoshop. Unfortuntely, he bought a dell celeron 433 (I told him not too, but sometimes they are just too stuborn), any way he hates the way his machine drags when he is playing video. Basicly I am wondering if a decoder card would speed up video for him and off-load some of the work from his cpu. Lemmie know if this would or wouldn't help in his situation, also if there is one that he sould or shouldn't get I would appreciate the info. Thanks in advance.

Basically no.

Only mpeg and mpeg 2 at the moment but I am certain that people are working on mpeg 4 decoder cards if that standard gets widespread support.

Ok thats what I thought, but somebody at work thought that they did, hmmm oh well, thanks for the help.
