If you're planning to do purely ASP, you don't need VB. You can edit it in a plain text editor (UltraEdit comes into mind). But I recommend you to install Visual Interdev (not exactly nice, but it works). It comes with command completion and stuff like that.
However, if you want to explore more into COM components and such, the easiest way to do it is to code VB COM components and access them via ASP by using the Server.CreateObject() method.
