OP, I've never heard of such a thing. I've been driving for almost thirty (30) years and the only time I've had oil loss issues was with a Celica with a bad seal.
IMHO it is never "normal" for a car engine to burn a quart of oil every 1K miles. I've bought 5 cars/trucks in the last 10 years and none of them has ever burned any oil. This sounds like a latent defect with the design of the engine ... and as a previous poster noted VW is covering their rear ends by noting and warning you about it. This means that you have to be ever vigilant in monitoring the oil level ... lest it get too low. If it does get too low you will ruin the engine for lack of lubrication. I'm sure that VW would be happy to replace your engine frr-of-charge because of a low oil level. I'm so glad you posted this as I know for a fact that I will never buy a VW.
The bottom line fact is that 1 quart of oil is getting by your piston rings and being burned off every 1,000 mile that you drive it. This may be normal for a VW but NOT for most other car brands. When burned that oil goes into the air so that we can breathe it.
