My car horn goes off at 2:30ish this morning - need help!

Huh? It's very simple to take the center module off a steering wheel and replace with a donor from a junkyard vehicle. 10 minute job. 11 minutes if you count the minute you wait after disconnecting the battery, to work around the airbag so it doesn't go off. Maybe a few minutes pre-repair to figure out if there are release clips or just screws holding it on.

You need a new mechanic.

Yeah, wrote way too much, should have just written to take it back to him since the problem is still there and you paid for a solution.

I had this happen with a '96 Sebring convertible. Middle of the night I hear something that was hard to locate at first. Car is inside a garage attached to the house via a breezeway. No neighbors, so no issue there. Once I found the noise, I pulled the fuse. Next day I did some more checking and apparently the module in the steering wheel went bad or got warped. Every time I put the fuse back in, the horn sounded. I found and pulled the horn relay and left it out. I never use the horn and we don't have inspections here.

No way I was going to mess with the steering wheel with the factory included bomb.

Sold the car that way too. No idea what the next owner did.

Air bags are safe to remove or work around, once you leave the battery disconnected long enough to drain the capacitor. Many people think that takes a very long time but it doesn't, usually only a few seconds but I feel like it's safer to tell people a minute. NHTSA recommends two minutes so maybe I should too, just state their recommendation instead.
