Anyway, she was caught in a By-Law sting and fined for operating a taxi service without a license.

A London woman who survived breast cancer isn’t faring so well against city bylaw officers who fined her $2,260 for providing a service to patients that medical staff say is invaluable.

For more than three years, the woman has been a regular at an outpatient clinic at St. Joseph’s Hospital, providing rides to and from the clinic to patients who aren’t allowed to drive after being sedated for procedures such as endoscopies and colonoscopies.

She refused tips, at first charged only $10 round trip, an amount to cover the costs of gas and maintenance, her work so appreciated by medical staff that many consider her a critical volunteer. She offers to get patients safely situated at home, rather than drop them off at the curb.

But years of good deeds may have come to an end after bylaw officers arranged a sting operation Feb. 15: An enforcement officer called her for a ride, saying he was a patient getting a colonoscopy; she even providing words of reassurance on the ride to the hospital. But after he paid her, another enforcement officer ran over and issued her two tickets for owning and operating a vehicle for hire without a licence.

“I’m devastated,” she said. “I had cancer and I just wanted to give back to the community.”

The 58-year-old woman does not want to be identified by name, because she relies on provincial disability payments that might be clawed back or subjected to bureaucratic barriers if officials knew what she’s been doing.

It was eight years ago that a mammogram found what turned out to be Stage 3 breast cancer, the second-worst kind, a diagnosis that brought with it chemotherapy, surgery and radiation and the end to a 30-year career in retail.

“I battled it for two years. I lost my hair. You lose your dignity,” she said. “I’m very fortunate to be here and that’s why I wanted to give back because I know the good Lord gave me a second chance.”

It was when she later had her own colonoscopy that she saw how badly in need the hospital was for drivers. The options that did exist were prohibitively expensive.

Since then, she’s provided about 20 round-trip rides a month, raising her price to $12 this year.

Patients are greeted with a bottle of water, a friendly greeting and a reassuring hand.

“I treat them well, the way I want to be treated,” she said.

Her clients include a couple of police officers.

That’s why she was stunned that she became the target of a sting by bylaw enforcement.

“I’m really heart-struck. I can’t believe (the city) actually pulled this on me . . . It’s not like I’m actually making money on this.”

The head of city bylaw enforcement, Orest Katolyk, confirms the city investigated after receiving a complaint and that charges were laid, but that he doesn’t discuss specific charges or operating techniques.

The possible loss of her service has angered doctors and staff, said Chris Vinden, who performs endoscopies and colonoscopies.

“From my point of view, she is providing a service to the hospital . . . It makes the hospital run more efficiently,” he said.

Between 40 and 50 people come each day the clinic is open, and while most arrange for another adult to drive them, some do not, either because their spouse can’t afford to take a day off, they’re elderly and don’t have friends who drive or they don’t have an adult friend to ask.

“(She) solved a lot of problems for us,” Vinden said.

If she can’t resume her service, some patients may delay needed procedures, he said.

The woman also faces a $450 bill for paralegals to represent her in dealing with the bylaw charges.

London city council created a vehicle-for hire bylaw in April to deal with the arrival of rideshare giant Uber, whose presence shook the traditional taxi industry.

It seems that if she could prove that she was losing money on the service, therefore a hobby, she could get out of the fine.

You know some asshole in the government has a cousin that owns a taxi service or something. We had something similar around here last year, some people had a facebook group where they would share food. The government busted them for operating a restaurant without a permit.

I hate that crap. We have similar rules here. Someone on NYE was offering rides for anyone who had some drinks and could not drive, and someone pointed out that it's illegal.

Heck even Taxis themselves are ridiculously regulated. A taxi service was trying to do a good deed by offering free/cheaper rides in some circumstance (I don't remember the story) and they were told it was illegal. They HAVE to charge whatever the going fee is set to. They also can't have flat rates, other than a few specific exceptions like the airport.

If the government can't make money on you then they shut it down. Such is the case where I wanted to buy lotto tickets at the lotter website. My state doesn't allow it. I'm so fucking pissed off. I could have had been in a pool of 500 Megamillions tickets for 14 bucks, but noooo, the government thinks it needs to protect you and shit despite this website has been selling lotto tickets to lotteries all around the world since like 2002.

Such is also the case of online poker. If the feds can't make their buck they will ban it.

Yep and they don't like when people find a way to make money outside of the "standard", which is working for the man. you can start a business but you are regulated like no tomorrow so it's not really worth it. Everything will be 10x more expensive just because you're a business. Insurance etc. Heck a lot of businesses now are not even legal to start anymore, like pretty much anything with food GFL with that. And anything involving charging people for rides is another one that's very hard, like in this case.

How many times do you hear of people getting shut down for doing things and even others will say "but he was doing it for business!" And? Is someone not allowed to do activities that make them money? There was a guy in my city who built himself a nice garage in a secluded area, and the city was up and arms because it was being used for business. Who freaking cares. People should have the freedom to do what they want on their property. Get rid of the whole permits BS, it's ridiculous. This whole idea of being shut down the minute you try to do something slightly off standard is not the freedom our ancestors fought for.

honestly, from a liability standpoint it's dumb to do things like ride sharing with random people.

or actually ride sharing in general for that matter.

Sounds like a GoFundMe for a taxi license is in order! Or maybe a Patreon, since that would remove the passenger-funding issue. Or maybe the hospital should just budget for it...$12 x 20 rides a month = what, $240 a month? Liability blah blah blah, but if they're grateful to her for helping out, then maybe they should just contract with her.

They moved here without a visa like twenty years ago, started a business, had kids, and are now being forced to move back to China. They can either take their kids, or the state will throw them into the system. No criminal record, they both work, they own a business, etc. Doesn't matter. The dad has to wear a GPS tracker on his ankle until he leaves, too. I know people are pretty conflicted about the immigration issue, but I do think exceptions should be made, especially in cases like this where (1) they've been here for a long time, (2) they are law-abiding citizens, (3) they are actively contributing to the local economy, and (4) they have a family. The kids speak no Chinese at all, either. What a crock.

Unfortunately we have lot of litigation style crap here too, it's not quite AS bad, but it's there. Liability is why we can't have nice things. Seriously, they need to get rid of that concept or at least tone it down, it's gone completely ridiculous and only going to get worse.
