Normal salt water does not have any salt particles, unless it is fully saturated, which is rarely the case. Normal water has IONS, in order to get rid of those ions, you would have to apply electricity - stick two electrodes, run electricity through the water. Positive electrodes attract negative ions, negative electrode positive ions.
Another method is to mix the water with appropriate chemicals (depends on what ions are in the water and on the readtivity series) which will cause a precipitate to form, which you can get rid of using a centrifuge.
You cannot just put a membrane in water and hope it will catch the ions.
