Consider the following:
- Replace the PSU
- test the memory with memtest
- a different heatsink

Liquid cooling is not necessary to cool the CPU. There are heatsink/fan combinations that work better than the stock heatsink provided.

The 12V rail provides 25-30A. This should be enough, unless Aspire PSU's are not typically reliable. I do not know anything about Aspire PSU's to say if they are reliable or not.
Memtest should be performed for 12 hours or more.
Try testing the system with Prime95's torture test and see if it can handle this load.
This "freezing" situation you describe happens to me on rare occasions also. I attribute this situation to Windows getting confused. Just reboot and it is fixed.
