There are numerous exceptions. There are six major cross-town streets, which run both ways. These are 14th Street, 23rd Street, 34th Street, 42nd Street, 57th Street and 125th Street.
That is just saying NYC roads are mostly one way with plenty of exceptions...anyway there are plenty of one way roads in NYC that do not have stop signs at every single intersection. Traffic signs are there for a reason...if there isn't a stop sign that means you don't stop...derp. I can't believe I'm having this argument with someone, lol.
