Alright first things first he has an Asus A7N8X Deluxe mobo and AMD 2600+ processor. Alright he says he changed something under his "Advanced Chipset Features" and changed something he thought was his processor speed ot make it higher. He saved his bios and tried to reboot but nothing comes up on his screen. I thought it might tell him "system failed due to overclocking" and then let you go in your bios and restore defaults or fix the bad overclock. He has turned off/on and unpluged/plug back in his comp and no luck nothing ever comes up on his monitor. This really makes me think that he fried his mobo, but he didnt change anything with voltage and the green light on his mobo and his fans and stuff all still come on so idk what to think. any ideas?

Have you tried resetting the BIOS via jumper? Check the manual on how to do this.

Have him get his manual out. There will be a page regarding "Clear CMOS Jumper". Have him follow the instructions in the manual. All motherboard require you to switch the jumper to the 2nd and 3rd pins. During normal operation, the jumper will be on the 1st and 2nd pins.
Tell him to look for a jumper near the silver battery. Have him switch the computer off, unplug the power cord, touch an unpainted part of his case (to ground himself from static), then switch the jumper.

The jumper is either blue, green, or black.

Just to clarify what Cdubneeddeal is saying, you place it over pins 2 and 3 briefly without starting up the computer. Then put it back to pins 1 and 2. This should all be in the manual.
