At 16, if the kid lives in an upper class neighborhood, he shouldn't go to juvey. He'll probably get put on probation, probably will be allowed to do X amount of community service to erase any potential felonies and have it put down as a misdemeanor.
Honestly, unless you're anti social, you should have no problem telling a trusted health/p.e. instructor, I know I had several who I could go to--none of my friends ever did roids, but I'd know I could talk to them about it.
