My internet and my IP don't love each other

So yeah, I'm fairly confused what's going on.
Even worse: so is my ISP.

To put it briefly, I have "partial" internet access. I can surf via TOR, but I can't surf normally without proxy. My ISP tells me my IP should renew itself every day but it doesn't do this.

I can start Steam, but I can't update games or even visit the Steam store. I can go into CS:GO and see the servers in the browsers but I can only play on servers where I don't have to download any new material and/or maps.

I've tried a 2nd PC, a laptop, and it worked fine without any issues so I think there's something funny with my PC. What could it be? I'm using the Killer E2200 ethernet card on my Gigabyte Z97-Gaming 3 motherboard.

I've updated drivers like 2 weeks ago but these issues didn't manifest themselves until the last few days. Also, the previous drivers had massive memory leaks so I wouldn't want to go back to those. I'm not sure if it's the new drivers, but it's a possibility.

Any other ideas? How to proceed from here?

Your logfile shows way too many problems. These problems occur when important operating system files become misconfigured, deleted, or damaged. This is common with computers that don't get maintained regularly. Eventually the system becomes overloaded with problems and fails to work properly.

If you can't restore the system to a previous date, you probably will have to do a fresh install of windows.

That's interesting, I basically did a reboot like 6 weeks ago. Could there be a hardware error? I'm not exactly the type to install a bunch of bloatware in my PC. I'm very strict with what I install and I do regular reboots of the entire system every 3-4 months.

This is why I'm curious as to why this is happening. Because if it's hardware related, it might happen again. In what areas, more specifically, are there issues?

Go to command and enter sfc /scannow.

So I went windows key > R, typed cmd and enter. Then I typed in what you wrote. This is what I got back:

"You must be an administrator running a console session in order to use the sfc utility".

I have literally no idea what this means or implies.

Host file? Proxy? Sounds like some setting on the PC is redirecting traffic elsewhere. Perhaps even internally. Like maybe traffic is being redirected to Tor even when it's turned off, so it just goes to a dead end. Just a guess.

Update: I rebooted the whole of my PC. Downloaded all the newest drivers on my backup HDD and went to work.

After reboot - Im typing this on my WP 8.1 phone - the same problem persists. I went into IE and clicked troubleshooting.

I was told that my PC is correctly configged but "the device or resource (wpad.alltele.se) is not responding".

Alltele is my ISP. Ive asked them via phone what "wpad" could stand for but they have no clue. Any guesses?

BTW, the ethernet icon in Windows looks perfectly normal. Neither yellow or red.

In the search box type cmd the right click and run as administrator. Then enter sfc/ scannow.

Okay, I did the scan.

After the 100% verification process it gave me a single, short message:

"Windows Resource Protection did not find any integrity violations".

The plot thickens.

Hard to tell, it sounds like it could become an advanced problem, but I would try to figure out some concrete examples on what works and what does not, and basically see if there's any correlation that can be made. Ex: does HTTP work, does FTP work, what about ping, DNS lookups etc... might be able to pin point the problem that way and break it down. Actually check host file too c:\windows\system32\drives\etc\hosts I think? Been a while since I've used Windows.

I would rebuild the tcp stack as suggested too, I don't know off the top of my head how to do that but there should be info online. Found this real quick:

Actually if you have not, I'd do a spyware scan too using something like Malwarebytes... just to rule that out. It's ridiculous how easy it is to get that stuff now. There is even spyware that comes bundled with driver discs now! I had done a scan on a brand new install of windows a while back because I kept getting popups in a brand new install of IE, which I was using to go download Firefox. Turns out there is spyware that comes with the gigabyte drivers for my motherboard.

I havent installed any drivers for my giga mobo. Only installed seperate Killer drivers and NV, nothing else. The system is clean.

I'm trying your tcp stack approach now.

As for dns, http, ftp etc, I'd need some more details on how to check that stuff.

EDIT: Tested it. Rebooting now.

EDIT 2: I did it and the issue persists. Plot thickens further.

I tested the network with a friend's laptop. It works for him. I've also manually changed the DNS after calling the ISP. Still doesn't work for me. Works on friend's laptop (even after dns change)

They said it could be a routing issue, but if that was the case, wouldn't more people be hit in my area(they supply fiber to the whole neighbourhood)?

Also, wouldn't it make it hard for my friend's laptop to get connection yet it was no issue? So what to make of that?

I realise now this is starting to become a puzzle.

Go to C:\Windows\System32\drivers\etc and rename the Hosts file Hosts.txt and open. You should only see the following:

Try going into your network adapter and setting the DNS to 208.67.222.222 and 208.67.220.220. Those are OpenDNS servers.

Go into CMD again and enter IPconfig/all what does that say?

This is what my ipconfig/all says. I'll try to change the DNS after this.


EDIT:

So I changed my DNS via going cmd - > ncpa.cpl and then right-clicking on my ethernet -> properties and going for the IPv4. I hope that's the correct path. I changed the DNS from automatic to manually and entered the values. I rebooted the PC and the issue persists. I've taken another ipconfig /all after the DNS change just in case you want the documentation.

Try going into the control panel, go to internet options, select the connections tab, select LAN settings, and make sure the "use a proxy server..." box isn't checked. (If it is, clear out whatever's in there and uncheck the box.)

No. That's always unchecked as default. I looked at it anyway just to make sure but of course it was unchecked. As it should.

Are you sure you do not have malware?

Did you try updating the network card driver? I think you said you did this. Try a different driver. Or, uninstall the driver in safe mode, run Ccleaner and SystemNinja. Reinstall driver.

Since you PMed a log full of errors, it seems you have a corrupt Windows or network driver. The registry could be messed up as well.

Have you tried safe mode with networking?

What does the event viewer say?
