So I finally got the gun I've wanted for a long time. It is a Bushmaster XM15 M4 style Carbine AR-15 with the A3 (flattop) upper receiver (model PCWA2X 14M4IZ). It is a post-ban style weapon, since NY still has an assault weapons ban in place.
This means the telestock is fixed (pinned to the buffer tube), and the muzzle break (not flash suppressor) is pinned and welded to the barrel, and that I can only have 10 round magazines if made after September 13th, 1994. This creates a loophole though, which means if I purchase 30 round magazines (in fact, up to 100) if made before September 13th, 1994; it is perfectly legal.
