Let someone borrow your car and get a parking ticket.... You are responsible.
According to who? You? Certainly not the court.
Someone may sue you in civil court but you can be sued for anything, that doesn't mean you're going to lose and it sure doesn't mean you are responsible. The person who commits the act is responsible, period.

My sister lent her car to a foriegn exchange student ( who has a valid euro license but no foriegn license). Lets say eurotrash hits.a car in a shopping mall lot and its his fault, how screwed are both parties?

Parking tickets aren't criminal and aren't moving violations, furthermore, they don't cause damage to third parties.
My auto insurance policy specifically says it only covers my car if my wife or I are the drivers. All other drivers are excluded from coverage. So your sister should check her policy.
And nothing will stop the other driver from going after your sister and her insurance company. Even if your sister has a great policy that covers all licensed drivers, it sounds like the exchange student wasn't licensed so no coverage for her. Maybe her parents have money to cover the damages.
