my Xeon e3110 is idling at 42c

Testing with Core Temp 0.98.1 and Speedfan 4.34 (which reads the temps a bit lower at around 39c).

Is this normal? I have a friend sporting an X2 5200 idling at 20c. I thought the 45nm chips were supposed to be cooler?

However, I rebooted the machine and immediately popped into the BIOS, which had the CPU at 23c

I'm not sure a 27c drop in about 60 seconds is likely, but I could be wrong.

It will drop temps even before you get to the desktop and start a program to check it.You have to look quick even when the program is alerady running...
Yes its that fast.

I was more bothered by the 42 idle.

As for system specs:
Xeon e3110
Gigabyte P35-DS3L
8GB RAM
GeForce 9600 GT

What are the ambient temperatures like where you live?

Did you make the offset adjustments for TJmax to CoreTemp/SpeedFan?

If your TJmax is set to 105c (should be 95c) in CoreTemp you'll have to fiddle with the ini file to get the temperatures right, for SpeedFan it's in the advanced tab IIRC. If these settings aren't right you'll have bogus temperature readings and mismatches between monitoring tools.

@toschek - dunno about that dude... since there isn't any published data from Intel, it could be either 95 or 105 (or another value).

The only temp I pay attention to is my Delta T at load. Ambient temps are reported for entertainment purposes only, imo.

Yah, I would be concerned primarily with these two things:

1. Temp Delta to TJmax at Load

2. Cpu Vcore

I'm probably going to be dropping down to 3.6ghz or lower till i lap my cpu and hsf cause the temps here in So Cal are getting pretty high and my idle temps rose from 35C to 40C just from the ambient and load temps went higher also.

I don't know, I take the ambient into account because where I live it's gets hot starting in late April and doesn't let up till late October, most days at 35-40c. I'm not going to be expecting my chip to be running at lower than ambient temperatures maybe 5-7c higher given really good air cooling. That's the reason I asked, not because I want to slap my epeen in public.

I agree, watch your TJmax delta, that and voltage are all that really matter with these chips.

Since you didn't mention what if any aftermarket cooling you were using I'm going to assume you're on stock. Getting a decent HSF will probably do a lot for you in terms of load and idle temps.
