I have the opportunity to start making use of mySQL and PHP on my work intranet. I want to install mySQL and PHP on an MS server with a web server on it and then use PHP to query the db and output to a web page on the intranet only. It's not for profit and my company is a regulatory not-for-profit body.
After reading through numerous group pages I haven't been sure that mySQL and PHP would be free for this purpose. Add to that the "wordy" license documentation and I'm a little confused. I want to be sure as I could get in big trouble if we need a license but I don't recommend getting one by mistake! Obviously if we began to use the software a lot I'd push for support subscription etc but now it's just a proof of concept.
Does anyone out there know if this is an acceptable free use of mySQL and PHP under the GNU license?

ps I've posted this to a mysql newsgroup but got no reply and only found archive messages complaining about how people shouldn't ask the above question, but I know anandtechers and a bit more friendly than that, even if it is an easy question!
