This is how I see the situation.
The wheels would begin spinning extremely fast, and the rotational friction in the wheels would exceed the tire's grip to the surface. The tires would begin to skid as if it was in a full lock on a regular tarmac.
So the question is, would the plane generate enough thrust to overcome the static friction of the wheels on the tarmac?
Theoretically, it'd take as much thrust for the plane to take off on the treadmill as it would with the wheels locked on tarmac(given the same cofficient of friction between the wheels and treadmill is equal to the wheels on tarmac)
