Can you name a single initiative she attempted to pass and was not successful in? There might be a couple, but I can't think of any. She had a more ambitious agenda than any Speaker in my memory, (yes, far more than 1994) and she accomplished every major part of it.
Call it whatever you want, it doesn't really matter.
When voters went to the polls in 1994, only 30% had heard of the 'Contract with America'; fewer than that agreed with it, fewer than that had it change their votes.
And many of its provisions were quickly abandoned, forgotten, after at most a token 'well we voted on it that keeps our promise' symbolic vote.
And much of it was bad for America if it had passed.
What it really was was a gimmick, for the Republicans who did not have the Presidency to try to control the political agenda and take that from the President.
Instead of the President putting the issues up for consideration, the Congress's hearings, votes, news would be about the Republican leadership's agenda.
This last election was even worse, at having a new 'contract' written up - that was such a transparent gimmick that it actually had marks on the document showing it had been sent to Republicans from a corporate lobbyist's computer. It was vapid and vague - a transparent try to say 'maybe the gimmick can get some votes again'.
If Republicans wanted to stand for fiscal conservatism, they could join with Democrats and support Paygo - an actual anti-deficit law, instead of PR gimmicks tossed aside.
Since Republicans got the House, what really have we heard about the new 'contract'?
Instead, I've seen things like the energy committee being fought over between the guy who has the most energy company money donated to him of any member of the House and who *apologized to BP* for Obama's pushing them to put aside money for the affected Americans, and the guy who read from the bible in a hearing, saying global climate change is not a risk since the bible says God promised not to flood the world again (a topic probably deserving its own thread).
These 'contracts' are low quality gimmicks to try to get more control of the political agenda - for their real, unstated agenda for the rich.
