They will now answer to one guy, which is a blow to the DoD, which I think most people think is a good thing. Twelve of the fifteen intel agencies fall under the DoDs umbrella. Then there there will be a Counter Terrorism Center thats setup like the Joint Cheifs.
The later IMHO is a GOOD idea, the National Intelligence Director I will remain skeptical about until I can see the legislation or executive order with my own eyes.
