I would suggest Microsoft Streets and Trips, they also have voice directions along with route planning with waypoints...
But that line of software is to be discontinued... in favor of that default Map app (due to the app mentality).
If you want a full robust software route planner, there is no problem in the Streets and Trips software (you would have to mount the install media as a virtual optical drive mount or use an external optical drive as this is a desktop software package).
Since I have not used my Surface Pro 2 for the navigation map areas, I am interested in further development (it is quite possible for even in tethering modes, to pull the location of your tethered phone and use a local map preloaded to navigate.
Just pure personal opinion, but some software developers are not that forward thinking - relying on being constantly pinging Google maps which is a problem of Waze on my phone.
