The only way that's possible is if every compressed file could be reduced to an algorithm. Think fractal generators.
It was covered earlier, there are several perfectly cromulent approaches to de-embiggen your storage needs:
a) Lossfull compression - you lose everything, but the space savings are amazing!
b) Lossless, HD, compression in 1 byte: 42. The de-compression software is 50 GB though, and only de-compresses one movie.
c) Operator-guided de-compression, aka "monkeyType". A program generates every possible combination of pixels, frame-by-frame. Given infinite time it will "de-compress" the movie you are looking for, along with eleventy hojillion others. Want to see another season of Firefly? MonkeyType can do it!
