1. What YOUR PC will be used for. That means what types of tasks you'll be performing.
Programming, playing SC2 and D3

2. What YOUR budget is. A price range is acceptable as long as it's not more than a 20% spread
$550

3. What country YOU will be buying YOUR parts from.
USA

4. IF YOU have a brand preference. That means, are you an Intel-Fanboy, AMD-Fanboy, ATI-Fanboy, nVidia-Fanboy, Seagate-Fanboy, WD-Fanboy, etc, etc, etc, you get the picture.
None.

5. If YOU intend on using any of YOUR current parts, and if so, what those parts are.
all I need is everything that goes into the tower, no OS

6. IF YOU have searched and/or read similar threads.
Not lately

7. IF YOU plan on overclocking or run the system at default speeds.
Definitely

8. WHEN do you plan to build it?
Since my budget is so low, I want to buy from Hot Deals when I can.

This is what I have so far:

Any places I can shave off some money? Is that motherboard TOO good?

EDIT:
I'd also like 2x PCI-Express 2.0 slots (or whatever) so I can just add a new card as an upgrade, and use my old card for physics or whatever you kids do these days

EDIT #2:
Updated with a full build I came up with, based on the sticky.

So do you have any thoughts at all on what parts you're looking at? Have you looked at the suggested parts in the sticky?

I'd definitely say the motherboard is overkill for what you're looking it to do. X38 = CF, P35/45 is the more single vid card chipset and it's usually quite cheap compared to the X38/48 boards. Everything else looks pretty nice, might want to consider an XFX or EVGA for the 9800 if the price is around the same just for the nice warranties, unless the 3rd party cooler is important to you.

Otherwise nice build

Thanks

3rd party cooling on the card is pretty important to me. What mobo would you recommend?

EDIT:
The one thing I don't want to really skimp on is the mobo, because I can't (don't want to) upgrade that later on.

You can get the Asus P5Q Pro + e8400 for $235 after rebate at newegg. That's $10 more than you were looking to pay for the X38 + e5200 and you get a solid P45 motherboard with lots of features and an upgrade to your cpu. One of the best values around right now.

EDIT:
BFG 9800GT $90AR
WD6400AAKS $70

Those will save you $15 which will cover the price increase to the P5Q and e8400.
