Need a case recommendation

1. *I am looking for a mITX case suggestion as I am planning on upgrading to a Skylake Corei7 6700k and I want the smallest case possible that will fit my huge Gigabyte Windforce 980 Ti Card (11.5"L x 4.75"H or 300mm long)

Ideally has a few hard drive slots for:
2.5" drives but I can double sided tape the SSD's elsewhere in the case, so don't really care much for this. *
3.5" drives*

2. *Alternatively, a good mATX case that will fit the Windforce card and deep enough for something like an Arctic Cooling Freezer 13, which is about 140mm clearance. *

Look at offerings from Lian-Li. They have a variety of unique form factors for your size wants. I'm a big fan of Lian-Li.

I suggest u to take a good look at xigmatek Aquila. I am using it. I have used bitfenix phenom and ds cube before that. And I can't be happier with it. Only issue might be with psu's dimensions as hdd cage can limit the options. There is a lot of space under the case thanks to the handle bar design and leaves enough space for air intake for psu. There is a tilt of 10-15 degrees at which the mobo sits and the gpu's weight falls towards the gpu brackets, tho technically not that relevant but I find it good aesthetically and security wise.
There is a separate cage for 2.5" hdds. And if u decide to go mini itx instead(I did) then u can remove the hdd cage's one side(with top, its 'L' shaped) and get enough room to put a rad+fans in front.
And you should be able to fit in the 140mm high cooler.

Edit: I have used gigabyte's 980ti windforce(white/silver accents) as well. It fits fine with room to spare.

Xigmatek Aquila has greater external dimensions than some ATX towers, at over 41 liters. Far from the "smallest case possible"

I think Fractal Design Core 500 would suit your needs. Under 20 liters, room for a GPU up to 310mm, CPU cooler up to 170mm, ATX PSU up to 160mm (modular), 3 x 3.5" and 3 x 2.5" drives. Check out Techpowerup's review
