They're not at the top and bottom, they are roughly a third of the way from the top or bottom going across. If your screen was 12" tall, you'd notice a line going across at about 4" and 8".So there's only 2 lines? One at the top and the other at the bottom?
Either that, or just forget about an AG monitor and just get a shadowmask... there are NO LINES on a Shadowmask.

Once again LED, did you read your own link? Shadowmask do NOT have lines... only Aperture Grill (AG) monitors have them... Q Why there are two horizontal hairlines visible on the screen of aperture grille monitors like the Sony or Mitsubishi Diamondtron?
A There are two dampening wires that holds the aperture grille in place and these can appear on the screen as a distracting thin black or gray line. They are not a defect but many people decide they don't like the lines and buy a shadow mask monitor.
CROMACLEAR VS. APERTURE GRILLE CRTs
Aperture grille CRT monitors currently use dampening wires to hold the black striping in place between the phosphors. Comparatively, CROMACLEAR CRTs utilize a shadow mask that does not require the use of dampening wires. Often, dampening wires are visible to the user and mechanically obstruct the flow of the electron beams, critical to maximizing image focus. Without dampening wires, the electron guns of a CROMACLEAR CRT hit the phosphors more consistently on all areas of the CRT.
In addition, dampening wires are highly sensitive and are more susceptible to shipping damage. They also have the potential to be affected by harmonic distortion when speakers are placed near the CRT.
I'm sitting in front of a Viewsonic 19 inch Shadowmask and there are no 2 lines visible at all.I'm sitting in front of a Dell 19 inch Trinitron and those 2 lines are barely visible
