If you don't have photoshop i would download a demo of Paint Shop Pro, it should do a good job. However, i don't know of many standalone bmp->jpg converters
Cnet.com has lots of downloads to look through. I have to go watch a movie with the wife or I'd search through them for you.

I use Paintshop Pro 4.12, which is not the latest release, because the newer releases expire after 30 days. Version 4.12 says it will expire after X number of days but it doesn't (I'm on day 603 of my 30 day evaluation period ). Of course I'm referring to the free versions of the software. Enable private messaging in your user profile and I'll arrange to send you a copy of v4.12 for "evaluation".
Good old MS Paint will do the trick if you want to do a simple conversion, but for more advanced options, try GIMP for WIN32. It's GPL, so that means it's legal to keep as long as you want to, and it has lots of photo-touching-up options, although it's rather complex. You can get it from http://www.gimp.org/ . HTH.
