big E means it meets the EIA/TIA 568A/B standard
little e does not confirm to the standard but does have the rated frequency and speed.
I don't believe that is true. If so this is the first time of being a layer1/cabling nazi that I've heard of it after deploying 1000s of miles of category rated cable.
-edit- not trying to be rude, but that is really far out there. The stuff that I put in I never paid attention to the case...as long as it scans and is certified to cat5e I don't care.
