I recently purchased the Phanteks PH-TC12DX cooler for my new i7 4770K system build. Granted I'm not an extreme overclocker, if I was I would have gone with a bigger cooler. One thing I like about the Phanteks is how quiet it is. It also comes in a variety of colors to suit your individual system's theme. Here's a review: http://m.hardocp.com/article/2013/02/26/phanteks_phtc12dx_cpu_air_cooler_review/4#.Udqn0Z_D-Ag

Noctua also makes excellent coolers, but are usually a bit pricier.

There is also the extremely popular Cooler Master Hyper 212 Evo, which offers excellent price/performance. It's an excellent cooler if you aren't doing extreme overclocking.

Almost forgot, if you want to spend a bit more money and go for the quietest cooler around, there is the Be Quiet! Dark Rock Pro 2 cooler. It's extremely quiet but pricey.

The True Spirit 140 is very quiet and right at $50. The fan on it is a real PITA to install, and it isn't the best air cooler for temperatures. It gets noticeably hotter on my 2500k @4.5GHz/1.43V than my Antec Kuhler 620 (push/pull) did, but is still within the realm of safe temperatures on full load. Pretty good option overall, especially if you aren't overclocking (even then, probably just fine if it's not an extreme OC).

Arctic i30 300-1350RPM 35€

Same performance as 212 Evo but quieter. Among the quietest coolers you can find without changing the fan.

If you want properly quiet, get the Macho Rev. A and replace the fan with: Scythe SlipStream 800RPM 6€. It will still OC fine but you probably won't even hear it over case fans.

What RAM do you have? Or if you haven't built the PC yet, just don't buy tall RAM. Buy standard profile RAM.

Please silent, and budget 40 euros / 50 dollars
NoFan CR-95C (huge; covers 1st slot, may touch card in 2nd or cover 2nd slot, too, depending)
Silver stone HE02 (huge; may not fit all cases)
Thermalright Macho (pretty big; may not fit all cases)
Thermalright Macho 120 (smaller, fits most cases)
Scythe Ninja (like the Macho 120, pretty much)

TMK, those are the only ones available, of any reasonable quality, tat can themselves be operated silently. The Macho, with any case exhaust fan behind it, if it will fit, would probably be the best choice, and those guys stock it.

A Slipstream PWM would be a better choice, IMO, than the 800 RPM model (which is a great quiet fan, at least for ~3 years), as you could rig it as an exhaust fan, plugged in to the CPU fan header, and get variable RPM, with solid control down to 200-300 RPM, just as if it were a proper stock CPU fan (running it with RPM that low might require help by Speedfan, AI Suite, FanXpert, etc., though, in practice). Then, just get a quiet case and use whatever fans it comes with as intakes. The Fractal Design R4 is available, a good case, and proven quiet (you could probably set up the included fans as 2x intake at 5V, and never have to bother with them again).

The only issue the Macho may have, if the motherboard's 1st PCI-e slot is the 16x, is potential for touching the graphics card, which can be mitigated by a smaller cooler (such as the 120 version), or getting those thin silicone-type furniture bumpers, to keep 1-2mm of forced space between them. Installed with the bulk of it to the rear, the RAM slots will be completely clear.

You can see the very tight clearance, there, for the video card PCB, but note that the RAM is only marginally blocked by the fan, which should be optional.

As you might imagine, a motherboard not using slot 1 as a 16x is a popular option for said cooler:

Get the Macho, it's easily the best cooler at €40. It's slanted backwards so it doesn't block ram slots, at least not with 2 modules. No need to change the fan, the one it comes with is excellent.

For a mild OC, the included fan can even be stashed in a junk drawer--that's what really sets the cooler apart from the crowd.

With a motherboard like the suggested H87 Performance, with a [sacrificial] PCI-e 1x as its 1st slot, the video card clearance won't be an issue, either (and, today, that's a fairly common full-size board arrangement).
