Yes, they're technically the same product, but the dosage for cats is MUCH smaller than for a dog of the same size and the version for cats is considerably weaker.
Should you opt to do this, be very careful.
Get the version for dogs, it's the same stuff in a larger package. Then use a syringe without a needle to apply it. This is what our vet told us to do.
READ my reply... Maybe I should clarify it further?
To summarize, Frontline is a "pre-metered single dose" package and when you get the dog version, you apply the smaller dose via the syringe. You can do multiple cats with ONE Frontline for dogs vial. Also, per our vet and any other vet i've spoken to, the cat dose is NOT weaker, it's just smaller due to the smaller weight of the average weight of the cat vs. dog. We were told to get the large breed dog dose (largest package and lowest overall cost) and apply the "cat size" dose via the syringe. I'm sure google could get you the same info if your vet will not.
EDIT: We've done this to our cats for over 10 years so I'd think it was safe... I mean, they have no TOOMAHS yet so..?????
I READ your reply...
Have it your way...I buy the large size for use on my little dogs. I specifically asked our vet about using the dog version on our cat and they said, "NO!" While both products use the same ingredients, cats don't tolerate the active insecticide as well and the cat version is a weaker dose. A 10 lb. cat can tolerate a MUCH smaller dose than a 10 lb. dog.
However, it's your animals...do as you please. Toomahs are not the problem...it's that pesky "death thing" that COULD be the result of toxic levels of the insecticide.
I'll trust my vet over an internet forum any day.

I disagree that you READ my reply.
Every vet i've ever spoken to gave us the same advice.
We did this when I've worked at an animal shelter and a couple vets. Saves money if you know what you're doing.
Wonderful. However, in spite of your denial, I DID READ your reply. I simply have had different experience. As I said, do as you choose with YOUR animals. I'll do as I choose with my own.
