Here is the rig -- virtually all the components are brand new.

The rig is watercooled with a Danger Den setup (CPU and GPU).
When I originally put the rig together -- everthing worked fine.
Later, when I was putting the rig together (after adding a GPU cooler) a few weeks ago I fubar'ed the 7900 in the process. Everything booted up fine -- but the 7900 showed a lot of artifacts. Apparently something got tweaked in the process of adding the GPU cooler. However, rest of the system seemed to be fine. Fans all came on, lights came on, diagnostic LEDs all worked fine.
I RMA'ed the 7900 and got a new one from EVGA. I installed it last night and plugged everything in. I hit the switch -- nothing. No fans, nothing. This is the only thing that I have changed out. I have a spare vid card laying around (850XT), and I tried installing it -- same thing. No reponse to the power on button (and the power on button on the board itself is equally unresponsive).
The board is showing a red LED -- indicating that power is being delivered to the board. But no green LED comes on -- it would normally indicate that the system is switched on. The post code LED display shows "0.0." -- and nothing else. I have cleared the CMOS and removed and replaced the lithium battery. I have checked and rechecked all the connections. I can't figure it out.
It's basically totally unresponsive to the power button.
