If you want something decently cheap and high performing with decent audio and video, you'd probably want to look into an AMD Athlon XP 2500+ (1.83GHz) (~$90) and a good board with good sound to go along. The most inexpensive and one of the best would be an Abit NF7-S (~$100).
Such a board would have many other features that you may find handy, such as 10/100 networking, USB2, and Firewire. Toss on some good PC3200 ram and a nice video card, and you're set. Ram usually runs about $80 to $90 for 512MB.
If you have $200, you may want to go to Circuit City and get a Radeon 9800 today. This card is only about 10% slower than the fastest video card out there, and at $200 it's a big bargain compared to the usual $300+ price for comparable cards. If your budget is smaller, something like a Radeon 9600/Pro would be more suitable.

If your gonna be running the computer constantly which i assume you will be. i would recommend sticking with intel. due to the fact intel is abit more stable and they dont run as hot as amds tend to unless you plan to put a mini jet engine on top of your cpu
