Need help translating a California food warning label ...

I recently purchase a packaged food item in a local store. Once home, I noticed a label affixed to the back of the package with the following warning:

"WARNING: This product contains chemicals known in the state of California to cause cancer, birth defects or other reproductive harm."

The package reads:

"INGREDIENTS: Glutinous rice, soy sauce (water, soy bean, salt, wheat), seaweed, sugar, modified tapioca starch, wasabi."


Could anyone possibly explain to me:

1) What the offending ingredient(s) might be;

2) Why they (California) would actually allow this to be sold if indeed it could cause the harm as noted on the affixed label.

Usually it goes something like if you ate 100 pounds of whatever ingredient at one sitting, and you were a giant lab rat, you'd be statistically more likely to get cancer.

Maybe the seaweed? Could pick up heavy metals I guess. Other choice would be the soy sauce. Dunno why, but CA has a problem with balsamic vinegar, so maybe 'spoiled' soy has the same problem.

Seems that every other power tool I buy has a little tag attached to it that says, "not for sale in California." I cannot imagine how much more expensive things must be in California for all those products that have to be customized just for them, particularly since it's not worth it to make them the same way for the other 49 states.

There is even a warning on my furnace that it is known to the state of California to cause cancer, I always laugh when I open it and see that on the cover. Funny we just picked up some LED mason jar lights and they have the same CA Cancer warning. I thought it was odd since its not food.

Everything but marijuana in CA has a warning label. So with these things so prolific, do you think anyone bothers to read a label more than once? It's like the boy crying out wolf.
