Another question are you getting high temps or those caps dont get as hot as the Die which is what I assume otherwise you would have some melting tape
The capacitors don't get hot.
they are just for filtering
long as you got good connection from the die to the heatsink that's all that really matters when it comes to heat.
One reason I opted to cover the whole top on my AMD cpu was because they have many more caps than the intel ones and the caps are taller (ie: possible contact with the heatsink if a little pressure is applied)

A little peice of scotch tape over that row of caps would be plenty fine imo if you just wanted to avoid sloppy TIM from getting on them.
