Need help with bandwidth problem!

I have a big problem... my neighbor, whom I share a connection with on a router (splitting cable modem), is always hogging the bandwidth. It has gotten so bad that I can't even load a website anymore! I know this for a fact because I unplugged his port on the router the other day, and my connection was blazing fast. Problem is, I can't just unplug him, because he splits the bill with me. I have told him before, but this problem keeps happening and he plays innocent.

Is there any type of software I can buy that will allow me to set the manually set the bandwidth to 50/50? That way neither of us would have to worry if one or the other is d/l too much and affecting the other...

In the specs it says that the software only works with ethernet... and WAN will be supported in the next update. Since I'm on a router, I don't think it will work, but I can try it!

What type of router are you using? also, i sure hope his name is the one on the bill, i can only assume he's downloading music and movies...

Figured it out. I'm now running Flow Patrol and it solved the problem... it was kind of complicated b/c I had to disable DHCP on my router and have another software program handle DHCP, so I could manually set my gateway to be my IP address (so it would run through the Flow Patrol software).

He was running BitTorrent and Kazaa at the same time, it figures. I limited the bandwidth on each, and can actually use the internet now, lol.

I'm using a D-Link Di-604, cheapo router. It wouldn't let me set a new gateway through its DHCP settings, so I had to disable it and use shareware to handle that.

Neither of us's name is on the bill, it's actually our other roomate who doesn't use the internet.
