Need help with stuttering/crackling aud, vid-jumping cursor

All-

I need your help! My comp stutters when loading the OS (Win XP Pro, SP2), and also while it is idle. During boot, the cursor freezes, then if I move it, it's slow or does not respond and then finally jumps to the new location.

It does it in safe mode as well. Also, the startup wav crackles when loading, as does other audio. Playing any game is near impossible, so I really need your help/suggestions/ideas.

The setup-

2500 xp (oc'd to 2.0)
1 stick of 512 mb Kingston HyperX PC4000
9600XT made by ATI
A7N8X Deluxe rev. 2
Zalman Cu7000)
Antec Smartpower 400W
2 100 gig Caviars in a Raid 0 setup
6 Vornado fans (90mm and 120mm)- don't think that it's ovearheating

Maybe the mouse driver is corrupt. Try reloading it.

Thanks for the replies all. I do have quite a bit installed, but not sure what that means. Tried reinstalling the mouse driver-no luck.

It's using the Soundstorm APU on the board. This is killing me. I also get BSOD page fault and IRQL_NOT_LESS_OR_EQUAL errors. Sometimes it also references win32k.sys or an ati.xxx file.
