Need Router or Something Else?

I’m looking for a router for my home network. It needs to do the following things.
Block access to the Internet for a given LAN address (es).
Block access to web sites for one or multiply LAN addresses.
Give accessed to a file server at all time.

I have a mixed wired and wireless network with pc and apple devices.

I have 2 DSL modems/routers (GT701 & Motorola 3347) to choose from. I would rather spend my budget on a router with wireless than a different modem/router.

3347 might do all of that. read its manual at

I've look over Motorola 3347 and the firewall blocks are basic. I can speed things up moving throught it or screw it up trying, but no custum blocking.
