Need SMS Bulk Text App/Program

I did bulk emails 15yrs ago for a group of people that had an opt-in db. I am wanting a opt-in SMS text program that allows ability to txt-out, schedule texts and all different types of options that would be in the legal realm of a quality TXT campaign.

Please guide me down the path to a program that does what I am looking for as I am going to use my own personal phone number on this one.
