Need some help with new system

It's been a while since I've built a new system, like two years almost, and I ran into some trouble. Here is my setup:

GIGABYTE GA-945PL-S3 LGA 775
Intel Pentium D 805 Smithfield 2.66GHz
COOLER MASTER RR-LIE-L9E1-GP 95mm Rifle CPU Cooler
CORSAIR ValueSelect 1GB 240-Pin DDR2
COOLER MASTER ELITE Case w/ 350W PS (RC-330-KKR1)
XFX PVT72GWANG GeForce 7300GS 512MB
Seagate Barracuda 7200.10 ST3320620AS
SAMSUNG 18X DVD±R DVD Burner SH-S182M/BEBE

I've put the system together, and turned it on. The fans are spinning, but no screen and no beeps. Nothing. I've tried re-seating the memory, the CPU, and even with just mobo, cpu, memory, and video card, I get nothing. I am trying to figure what could it be, but need some help here. Could it be power supply?

And one more thing, I've noticed that the heatsink doesn't cover the entire surface of the core. Not sure if that matters or not. Anyways, any help would be greatly appreciate it. Thanks.

Dead vid? prob not because you would get beeps. Is your pc speaker hooked up right? Do you have another pci-ex vid card you can pop in? Any other cpu's? ram?

Mix and match and see where that gets you. Also you could borrow someones psu tester.

Hey guys, so I finally got the chance to get a new PSU and video card. Still no dice. System turns on, CPU fan, case fan spins, but doesn't see the system is doing much else. No beeps whatsoever to indicate something is wrong.

So a little help here. What else can I do? Could it be the motherboard? Memory?

Yeah it's on. I've tried two different monitors...
