Ah, why didn't you just buy the All-In-Wonder Radeon, it has TV, Video In, Video Out, and capture. But to answer your question, ATI has just released a TV card for the Radeon. I'm not sure if it is on their web page yet.
I justed hooked up a WinTV DBX to my system with a Radeon 64mb DDR and it works very good. When used with a de-interlacing program you can get here, the quality gets even better. You can find the WinTV basic value version for about $45, or the DBX with stereo and a FM tuner for around $85.
the Radeon line does support HDTV, but even with the AIW you will need a separate tuner. the only reason I didn't go AIW is because I wanted the extra vid memory. I hear there's a new HDTV tuner card on the way that's only supposed to cost around $400. I lost the link address but I'll post again if I stumble across it.
