last time I had a roommate that was killing my internet traffic (he claimed it wasn't him, but like clockwork, I saw traffic slow to a crawl every morning pretty much the minute he powered on his PC), I put him on a static IP and setup QoS to limit the amount of bandwidth he could use.

if you want to avoid confrontation and go the passive-aggressive route, that's what I'd do... or setup a secondary SID for yourself, while blocking Facebook, Twitter, Instagram, Netflix, Hulu, and Amazon on the primary SID that your neighbors are using.

My router (TP-LINK Archer C7) supports a guest SSID with WPA and configurable bandwidth limit out of the box. So my guests get 1Mb/s.

dd-wrt supports QoS on some routers, might see whether your router is supported, though it would only be useful to slow their connection when you're using the link.

I assume you have a router? If so, which one?
There are QoS settings on some routers.
You can also lower the power of your router, so, they could be just out of range. (again, it depends what router).

Ever tried to use free Wifi outside a McDonalds? Those fuckers have the range so dialed in that if you step outside, you immediately lose quality signal, making it nearly unuseable.

Your neighbor will see and be able to connect to the router, but the signal quality would be so shitty that it'll be practically unuseable.

Tell her the company runs your router remotely and when an unauthorized MAC address is detected it triggers an automatic password change after 48 hours. This security policy is in place to graciously permit visiting guests temporary access, but maintains an above average level of security.
