My fiancee and I have been going back and forth on how to handle the following situation.

Neighbors buys an Australian Shepherd puppy for the kids. Doesn't spend any time training it or obedience school so it becomes to much to keep in the house. They then put in an invisible fence and keep the dog outside all day. When no one is home, the dog barks constantly and doesn't look like they have an shelter for it. Fast forward to this weekend, we get home from the softball field and a thunderstorm rolls in. We look out the side window and the dog is once again in the back yard, huddled against the house and soaked. We tried to bring it over and put it in the garage, but it was not friendly towards us.

Basically, they got a dog that requires effort, didn't want to deal with it, and keep it outside without shelter. How do you politely say that their dog needs to be taken better care of?

Call an Animal Welfare group.

If they can't even take care of a dog, why were your neighbors allowed to procreate?

I trust the dog, you are obviously bad people if it did not trust you. Go away from this forum bad people and leave us and the dog in peace.

Call your local authorities. Many towns/cities have laws about providing shelter/water/etc for animals.

That does sound like abuse, but I would hesitate to call animal control just because the neighbor might guess it was me that did it.

give them the chance before you call the law. put a note on the door stating the law on providing shelter and if they dont comply within a week animal welfare will be called.

Buy a doggie shelter and put it in their backyard. Put a sign on it that says from a concerned citizen.

I bet these are the same people that would buy an owl for their kids after watching Harry Potter or buying a clown fish after watching Finding Nemo. Sometimes you need to say NO to your kids and tell them why.

Take pictures and video of the poor doggie. Send them to the local Animal Control and/or Animal Welfare group.

"Your dog's costant barking and lack of shelter need to be addressed. Please address these issues yourself as soon as possible, or we will be calling animal control to remove the animal."

It sounds like your neighbors need to be the ones kept outside with an invisible fence and the dog should be inside.

I was considering putting a note in their mail box along these lines and seeing if that did anything. Beyond that, I would verbally say something before involving the authorities.

Don't leave an anonymous note, and then talk to them. Do one or the other, then call the authorities if it's not resolved.

OP you are really the wrong person to prove anything...talk to your neighbor first and tell them you will have to call animal control.

Be a man.

Reached out to the owner of the home we are renting. Found out that the neighbors previous dog was also treated this way. The HOA sent a letter about the barking in 2007 and Animal Control was called. I guess the previous dog was off leash and would crap all over the front yards.

Anyways, we are going to take the same route this time and have already contacted the HOA and I will be calling Animal Control.

Don't forget to video tape evidence when they inevitably deny everything. Aussies just need a ton of exercise and a stern handler.

We own an Aussie also so I know what it takes. They always comment about how good our dog is. Well no shit, we actually put forth some effort in training and exercise.
