They wouldn't have to offer a partnership for that. They would just buy the games from a distributor and set up a rental service.
A partnership between Netflix and MS definitely implies an intraweb movie service. How that would work with Xbox's Live Video Marketplace has me wondering. And would this be available directly through the 360 or would you have to have a Media Center PC to act as a go-between?

I'd assume they'd be able to add a Dashboard link to sign-into your NetFlix and view movies on demand, much like they do with the PC now. Maybe their Video Marketplace isn't going as well as they hoped? (Or possibly leaving that TV only, and letting NetFlix be the distribution channel for movies)

Last I heard, the XBLVM was doing pretty well. Must be doing well because they keep adding new studios.
