i wanted to know if any of you knew of a tool that would run continous pings(lets say every 15 minutes) to our servers, and if a server fails to respond, it would send either an email or a text message to a cell phone? we used to have trackit which is helpdesk software at my last job which had this feature built in but here we dont have it and are looking for some kind of cheap solutions.

It's not the most user-friendly tool out there, but Nagios is GPLv2.

There's also SolarWinds Orion, but it's a bit more expensive, IIRC.

nagios is not too hard to setup and use, works great.

does nagios run only on linux or windows as well?

If you have a unix system you do this with a script, and that would be free. If not in a script the C code needed do this is quite simple.

Using cygwin on my XP machine here the following line gives 0 if not reachable and 1 if reachable:

ping -v 192.168.1.1 count 1 | tail -n1 | awk '{print $4}'

You could set a variable to the result of this command and take the action required.

Ther exact format of the command will depend on the *nix used, as said this is on cygwin on an XP machine

It's got source, so I suppose it could be compiled on windows, I don't know, I've only ever used it on *nix.

I will third Nagios. It took me a bit of tweaking to get it the way I want but well worth it imo.
